TRT FOG MANUAL
We have equipped all area fire/rescue apparatus with Field Operations Guides (FOG Manuals) that tells first responders what to do at a technical rescue incident until arrival of the Technical Rescue Team. The instructions are printed on separate laminated sheets of paper, (for the four areas of rescue that we deal with), and is designed to be followed like a cook book. Feel free to copy this material and use as you see fit. Our experience has been that the manuals work well for people with little or no rescue training, the next generation will be pocket size and issued to individual rescuers and will contain instructions on swift water rescues.
BUILDING COLLAPSES
On arrival, do the following:
* Assess the situation, is the TRT required?
* Immediately call ECC, give them a size-up and request dispatch of the technical rescue team.
You will be sent the following:
Fire Department
Police Department
CARS Technical Rescue Team
CARS Duty Officer
Squad 133, Support 143, Collapse Trailer
Trauma Level Ambulance (if not already assigned)
* Set up a visible command area.. Park vehicles 100 feet away from site.
* Prevent anyone from entering the building. Secure witness or competent person.
* Start a documentation sheet, write down everything you do and when you did it.
* Set up a perimeter with tape, safety cones, etc.
* Identify immediate hazards.
* Shut down all utilities. (Gas, Electric, Water, Etc.)
* Stop any on-going rescue operation until arrival of the TRT.
* Assign a Safety Officer.
* Evaluate for rescue or recovery.
* Identify location, number and condition of victims and their probable location..
* Initiate fire control measures. Allow no sources of ignition.
* Turn your documentation sheet over to the first TRT person who arrives.
CONFINED SPACE RESCUE
On arrival, do the following:
* Identify you have the potential for a confined space rescue. Identify the space.
* Immediately call ECC, give them a size-up and request dispatch of the technical rescue team.
You will be sent the following:
Fire Department
Police Department
CARS Technical Rescue Team
CARS Duty Officer
Squad 133 & Support 143
Trauma Level Ambulance (if not already assigned)
* Set up a visible command area.
* Prevent any unprotected personnel from entering the space. Secure witness or competent person.
* Start a documentation sheet, write down everything you do and when you did it.
* Set up a perimeter with tape, safety cones, etc.
* Identify immediate hazards and start documenting all available information. List on sheet of paper for TRT members.
* Start ventilation of space with positive pressure. (Blow air into space).
* Open any additional openings.
* Identify location, number and condition of victims.
* Initiate fire control measures. Allow no sources of ignition.
* Turn your documentation sheet over to first TRT person on-scene.
TRENCH COLLAPSE RESCUES
Definition: Any incident in which a patient is trapped, buried or experiencing a medical emergency in a trench or excavation whether the trench is protected or not.
On arrival, do the following:
* Assess the situation, is the TRT required?
* Immediately call ECC, give them a size-up and request dispatch of the technical rescue team.
You will be sent the following:
Fire Department
Police Department
CARS Technical Rescue Team
CARS Duty Officer
Squad 133, Support 143, Collapse Trailer
Trauma Level Ambulance (if not already assigned)
* Set up a visible command area.. Park vehicles at least 100 feet away from site.
* Prevent anyone from entering the trench.. Secure witness or competent person.
* Start a documentation sheet, write everything you do down with the time you did it.
* Set up a perimeter with tape, safety cones, etc. Stop all vehicular traffic within 300 feet.
* Identify immediate hazards.
* Shut down all heavy equipment.
* Stop any on-going rescue operation until arrival of the TRT.
* Ventilate the trench with positive pressure, (blow air into it).
* Evaluate for rescue or recovery.
* Identify location, number and condition of victims.
* Initiate fire control measures. Allow no sources of ignition.
* Turn your documentation sheet over to first TRT person on-scene.
HIGH-ANGLE RESCUES
Definition: A situation where the victim is elevated above the ground greater than 10 feet or below ground and must be moved and/or rescued by the use of rope and/or mechanical advantage systems and rigging. (Low angle rescues such as vehicles over embankments usually do not require the TRT, but call if you are not sure.)
On arrival, do the following:
* Assess the situation, is this a rescue that requires the use of ropes?
* Immediately call ECC, give them a size-up and request dispatch of the technical rescue team.
You will be sent the following:
Fire Department Police Department CARS Technical Rescue Team CARS Duty Officer Squad 133 Trauma Level Ambulance (if not already assigned)
* Set up a visible command area.
* Assess whether an ongoing rescue is being attempted by untrained personnel or bystanders. Stop such action immediately.
* Start a documentation sheet, write down everything you do and when you did it.
* Set up a perimeter with tape, safety cones, etc. Control access to site.
* Identify and document immediate hazards.
* What is the victim's location?
* How is he/she suspended or supported?
* Ascertain if victim is injured and extent of injuries.
* Can victim be reached by any other method?
* Turn your documentation sheet over to first TRT person on-scene.
